You're again missing the main issue. Intel is struggling because it cannot manufacture chips as efficiently and at the leading edge as can TSMC. That's it. Having the US government own some of Intel's stock will not improve Intel manufacturing. Intel should separate chip design and chip fabrication. Duh.
