Does Masayaki Son want to "attempt to direct Intel towards ARM?" He already owns 90% of ARM and may want to enable ARM to have a chip manufacturing facility in the U.S., free of import tariffs. That could really be a challenge for Qualcomm, whose chips are made in Taiwan, S. Korea, Singapore, and elsewhere.
