Why would a government want to buy 10% of what is generally considered inferior chip making technology? Why would a government even want an interest in company management that has been shown as second rate (or worse)? Beats me.

The chip technology leader by a wide margin is TSMC. For TSMC to maintain that role might require helping maintain the independence of Taiwan. The US is in a better position to do that than to maintain the financial viability of a second rate chip designer and manufacturer.
