Although not leading edge, STM and NXPI have their own fabs which have been proven more than good enough for their current products.

As to customers for TSMC US operations, these new fabs are turning out to be supplier for those most affluent and wishing to jump to the head of the queue. That includes those you mentioned plus Apple and Google. It seems this high end will still be in demand given Taiwanese supply is running full force and Samsung, Intel and Global Foundaries have yet to proven out their high-end fabrication expertise.

Why isn't IBM part of the Chips Act story? They operate on both the fabrication and packaging side of the business. Is it because they are not merchant fabs?
