National Guard troops are NOT police. The have no police powers, and they cannot make arrests or enforce local laws. Indeed, most National Guard members are not really familiar with the state and local laws of their own states, and they certainly know nothing about the laws of states where they don't live. They cannot be dispatched to calls of crimes in progress, and they don't have appropriate vehicles for patrolling city streets. What, then, are they actually supposed to do? Stand around in groups in parks and on random street corners while holding firearms? What good does that do? There seems to be no rationale for this except to intimidate city residents because their state governors are Democrats, along with a suspicion that Trump will not be truly happy until someone gets shot.
