Qualcomm spends ~$8B per year on R&D. Moving all this into a deduction in the year spent will bring forward 80% of this cost into tax relief. That's a $6.5B reduction in 2025 taxable income and a boost of likely more than $1B (~$1 per share) in after tax revenue. Now not all of this spend will be applicable to the changes in the BBB.

R&D has been being moved around the world over the last decade to places like India, Vietnam and Europe. These amounts would not be impacted by the above tax change and would remain deductible over a 5 year period.
