Navarro was pointing out that the Chips Act gave Intel the 10-11 billion as a "grant". Trump is just saying all the money hasn't been transferred yet and if Intel wants it the government should get a stake in intel in return. No board seat involved. Passive investor.

Not that far off from US government getting a stake in GM when it went bankrupt. Intel not there yet but there is some recognition that it is in trouble and is an important part of the economy to preserve. If for no toother reason than that TSMC could disappear as a supplier and it might be good to have a plan B. Seems reasonable despite the panic here.
