Nobody outside of Russia will use this app, and most people in Russia don't have it.

In the meanwhile, Russian citizens without VPN can no longer VOIP overseas - relatives or otherwise. And unfortunately, most smartphone users lack the sophistication or resources to install VPN. So they are more or less cut off, or will have to place very expensive phone calls. A lot of Russians are sorely missing WhatsApp, etc. already. First hand knowledge.
