sbfm -- The question of whether the Stellantis decision on level 3 ADAS helps or hurts QCOM or NVDA can be answered in part by looking at Stellantis' own situation in the automotive sector.

Stellantis or its predecessor companies are not known for being particularly innovative. Level 3 autonomous driving capability, or close to that capability, don't come cheap. Look at what Tesla charges for its own system. Stellantis is a combination of the old Chrysler and Fiat firms, plus a few acquisitions, and is not the lowest cost producer. Chinese companies like Baidu are making more headway on that score, especially for total electric vehicles. If Stellantis at some point wishes to invest in level 3 ADAS, it will probably rely on the lowest bid from level 3 designers and manufacturers, just the way many firms today rely on Bosch for fuel injection and conventional internal combustion engine features.

Nvidia, on the other hand, is getting involved by scaling down processor chips with neural processing units to a level, and price point consistent with demands from the automotive and robotic sectors. It is always harder to scale down something big to something smaller and less expensive. Look at the troubles GM had in trying to scale down full size cars to compacts or subcompact vehicles. No wonder its place as the world's largest auto maker was overtaken by Volkswagen and Toyota, both of which started small and then scaled up to larger vehicles.

The analogy holds as well for any competition between NVDA and QCOM. QCOM has started with small size AI and ADAS designs that can be custom fitted to OEM specifications. That strategy in my view has a greater probability of success than attempting to provide one big beautiful device for all (oops, sorry!).
