i will offer my comments on intel fabs. i think around 7 nm, they got into some tricky new fab processes and the people in charge ( CEO and above fab tech lead) refused to admit that it was a mistake, but carried the same wishful thinking into 18a. I think on 14a, they are going back to a more mainstream process and doing what others are doing. However they need to buy the latest EUV equiopment. that is a major mea culpa for the management. I think bringing in LBT is a refreshing change in that problem, but he has a high mountain to climb.

they lost good talent and drive with the fab tech leadership that left from the 7nm down to 18a.

IMHO it is a transition to the correct Tech and getting it right. More of a step by step process of evaluating, setting the process, obtaining and learning the tools, and then refinement of the process with the correct staff to observe and tweak it into high volume. I am not aware of a high level person like Gary Patton who still remains to take on that leadership role technically and have the deep level of tech background to make sound decisions. I will wait and see if they emerge with the secret sauce and succed.
