The context was his belief that his wackadoodle policies can cure a lot of chronic health conditions that children suffer from, including allergies, "autism," and the aforementioned conditions like mitochondrial challenges and inflammation.

He wasn't talking about something as mundane as whether a child looks sick or not, because that's meaningless.

So yes, he did indeed claim that he could diagnose kids just by looking at them. The implication was clear, and he acted like a "qualified expert" in this area.

P.S. - On a tangent, I LOVED how RFQ Jr. claimed that his extended family was perfectly healthy. I will never forget the story of Rosemary Kennedy, who was fukked up for life because "America's Royalty" decided she needed a lobotomy. That story still haunts me to this day.
