inspect for everything and nominal cost are mutually exclusive Doesn't need to be. Inspect every US citizen of a certain age for certain things, and let the inspectors compete with each other on price. It could be cheap as hell. Remember, trading stocks used to have a $125 commission per trade, then Schwab busted up the market with their $35 per trade discount pricing, and today trading commissions are zero. See? That's proof!
