The Russian centralized heating system vulnerability goes way beyond a couple of million people. It is literally falling apart due to age but yes, a few strategic boiler plant strikes in major cities would certainly help.

Still, Ukraine’s best bet is the destruction of O&G facilities.
The Ukraine can’t win this war on the battlefield but it can win it by destroying Russia’s main income source.
