i have been saying that issue of intel fab for years. the CPU designers rule the process and pull the power to the far high power side to gain the ability to clock at 4.5G+. the result is the process is now and will never be low power and suitable for a phone product.

people that can live off a dc power supply and not worry about battery life can perhaps use the Intel process....
