Everything I've read points to blue PHOLED in smaller devices in the market this year.

Nothing points to that. The 4th Gen OLEDs in monitors are the same WOLED architecture found in TVs. There is no sign that LGD will be commercializing tandem hybrid OLEDs with a blue PHOLED this year.
