coming in from center field...my experience as a consultant / advisor in Japan..was that the senior Civil servants run the country with the complicity of the press..and merely permit the politicians to play the game of democracy representing a superb people who therefor have no real power..it was sad!..maybe now with this one decade long failure to adjust to a global reality, when the dust settles we will see a "sea change"..I hope so for the Japanese People I became familiar with are good for our world.
