Yes, this is how I've always viewed karma and it is also why I don't believe people should be protected from the consequences of their actions. I support the freedom and the right to make mistakes. And I oppose bailing out or protecting the person who made those mistakes. The two go together.

I had a Texan friend who used to say something to the effect of, "Against all laws of God, nature, and reason, our government forces us to put a baby in a child seat. If it were up to me, I'd say that the baby should tied to the front bumper of the car and face the driver so that you will always remember what your bad driving could cost you."

Obviously he was joking, but his core point is valid.
