Why the 28 days provision? Seems like, if the lawyers didn't have the capo di tutti capi as their client, the judge was going to disbar them on the spot. Doo, if you're reading, is this common?
30 days is a standard period of time to comply with a court order. No clue why 28 days was ordered, although it may be a local rule of that particular federal district. Judges don't disbar lawyers, and no lawyer is disbarred "on the spot."
