A guess: Are you running Windows 10? I've noticed my Win 10 PC (not just browsers) getting perceptibly slower lately.

I'm not seeing "efficiency" anywhere. Where in Task Manager is it?

Edit: I see greg s pointed out what efficiency mode is. I use a desktop almost exclusively.
