I agree wholeheartedly that this is a tax. Such a tax will fall on a combination of the companies (manifested through reduced profits as expenses grow) and/or the public (as those increased expenses are recouped through price increases).

And, of course, your later post addresses the longer term - nontax - ramifications.

(I'll also opine that there is some validity to complaints that some companies abuse the system and thereby depress some wages. But, let's look at the whole picture and the consequences. Wouldn't a more targeted focus on the abusers accomplish the goal of bringing in irreplaceable and needed talent while not depressing wages? The proclamation seems to throw out the baby with the bath water; a terrible waste of a baby.)
