NATO is a relic of a bygone era. It is meaningless in today's day and age. The reason it is still around probably has more to do with US arms sales than anything else.

Article 4 is being shown as the joke it is by Russia with all these incursions.

Britain had a global military presence in the early to mid 20th century, and now they are just a shadow of that. When you have a military spread globally, history shows it eventually becomes too large of a fiscal burden. That's the US problem right now. It has to be everywhere all at once.

Most countries have military presences that are regional. That is by far more cost-effective. This is what China is doing.
