Maybe-but there is some movement on establishing a WDM layer that would be a sublayer of SONET. When optical switching is perfected (there are prototypes out there being tested right now) this would pave the way for an all optical LAN/WAN.

As far as fiber to the desktop goes, I wouldn't rule it out yet. The PC I am sending this from is on a fiber optic LAN. I could see similar community based ventures starting out from the entertainment side (uncompressed video on demand) and being available over cable or fiber for your PC. The limiting cost factor now are adapter cards, but in the next several years they will be commodity items.
