Russia began importing 400,000 barrels per month of refined fuel from July from Belarus and Asian exporters. Fuel exports from Russia were previously banned from March 1, 2025. - themoscowtimes.com

Russian motorists are limited to a purchase of only 4 to 5 gallons of gasoline per visit, depending on the region, to help gas station owners weather current supply shortages.

Wholesale gasoline prices have risen 50% with the Russian state providing subsidies to importers to prevent a further rise in fuel costs, but the Russian Finance Ministry has coupled this with a rise in the VAT sales tax on all products from 20% to 22%. Putin has declared he is also open to a rise in income tax rates.

The official inflation rate in Russia is currently 8.1% with a prime lending rate of 17%.


More than 20% of Russian refinery capacity has been eliminated by Ukrainian drone attacks.

Russian state media has claimed the fuel shortages have resulted from scheduled refinery shut-downs. Russia's oil refining sector is highly dependent on American and other Western-made equipment and spare parts and can source only a limited supply of these parts via China.

Kremlin spokesman Dmitry Peskov said Russian citizens are “completely united around President Putin” and ready to shoulder any burden while the state remains “balanced, predictable, and stable.”
