From a quick read, Rule 54(b) says if you have multiple claims or multiple parties and at least one claim or rights or liability of at least one party finally decided, the court must find there is no reason to delay an appeal.

Sooo...the judge just says an appeal can proceed. Nothing burger IM(nonlawyer)O.
