what it means is the base technology that you get everywhere is 5G, but the cell sites probably will support fall back to LTE for quite awhile. Handset turnover is like 4 years for 25% of users, 6 years for the next 25%, 9 years for the rest. It took about 7-9 years to turn off 3G, it took like 10 years to turn off 2G. at some point you just offer free phones to everyone with the old flip phone using 1G tech.
