You seem to have missed the broader point. Britain didn’t just build a navy to guard shipping lanes, it built a civilization that taught half the planet how to speak English, wear pants, and drink tea without starting a war over it. Mercantilism may have paid for the fleet, but it was Virtuous Victorian Values that kept the colonies from lapsing back into mud huts and bare knees. The Royal Navy was just the delivery system, the real export was order, language, and trousers.
