"These deaths are driven by long-running crises in drug overdose, gun violence, car collisions, and preventable cardiometabolic deaths." In other words, nothing she said points to the vaccine as the cause of the "700K excess deaths." Instead, she's making the point that if we adopted public policies that our peers have, such as universal health care, more gun control, and healthier lifestyles, we would not have these excess deaths.
That's also why she says, "even if there had never been a pandemic," because her conclusion was something totally different than what you surmised it should have been.
