As to the name change, there is something to be said for making clear that the "defense" department lives for fighting wars and nothing else. Cognition of that fact matters. Other missions are mostly public relations.
So, defense of the homeland is a PR, just verbal cover up.
The real purpose of US military is to start and conduct wars...
