China has a VAT like the EU and Canada. When an item is exported from China, part or all of the VAT is rebated to the exporter depending on the commodity. Most are only partial rebates.

China has regularly varied the tax rebate of the VAT to adjust the demand/supply of various commodities over the years. When the tax rebate changes, this change is immediately passed on to whoever in another country makes the purchase.
