If places are paying the tariff refunds to companies even at a discount, it's pretty much a certainty in their minds.

JP Morgan is being conservative with their estimate. From what I've seen in the marketplace, most retail companies are going under the understanding that these tariffs are going away and whatever has been paid will be rebated.
