Tariffs once again... I always said the D's have the upper hand and the leverage in the shutdown negotiations because they simply don't care and Trump does. The secret weapon though is the billions of NEW revenues that is flowing into the country. The D's are screwed because ideally Trump wants to spend less. from taxpayers and more from tariff payers.
