the US has informants and spies everywhere and pay good money to motivate them, Obama officials knew who they were killing, there may have been collateral damage. when felon trumps has boats blown out of the water they probably have no idea who the people on the boat are, even if they were hauling drugs do they deserve the death penalty with no trial and conviction.
