I think the only way you can run the 16-bit program is using virtualization on your Windows 11 machine. You could have a virtual Ubuntu machine that you boot to and run the 16-bit program in there with the emulator like DosBox. You could also use something like Windows XP in the virtualization program.

Modern operating systems (64-bit)
  • Virtual machine: The most reliable method is to install a 32-bit guest operating system like Windows XP or Windows 7 within a virtual machine application like VMware Workstation, VirtualBox, or Hyper-V.
  • Third-party emulation: Some third-party solutions are available, such as WineVDM, which can run 16-bit Windows applications on 64-bit Windows systems.
  • Dual-boot: You can install a 32-bit version of Windows alongside your 64-bit version and boot into the 32-bit OS when you need to run a 16-bit program
