From what I gathered, Phase 2 will be part N3 part N2 and the goal is for it to start operation by the end of 2027.

BTW, the argument of Intel shareholders has been that the US Government has to support / bail out Intel because TSMC will never bring its most advanced process to the US.

Well, N2 will at the time will be the most advance process technology in the US, ahead of Intel's. While TSMC will be starting production of A16 node sometime in 2027 as well, the gap will be very small.
