I think the concept is entirely nonsense.

It means everything, and hence nothing. Which boxes do they check. Biden's claim to fame, other than being senile and turning management of the country over the teenyboppers, was in that he was clueless af.

Skirting the rule of law is an underlying technique of fascism which in all cases present in significant part. When you see that characteristic, it can be thought of as a marker: You know you're looking at a fascist when they spend four years in office totally acting against the laws under which they are required to be operating.

We have never had a president -- even FDR -- who came close to what Biden did. Yes, he was weak and feckless, but he was wielding or trying to wield, dictatorial power even as he handed off his crimes to other people.
