All it shows is that DNP and PCN have been paying distribution w/o any cuts for a very long time. I own both for income. There are others on the top 10 list (by distribution streak) that I own as well. As for the DNP premium, I don't think I've ever seen it trade at a discount. For such a fund, you need to look at the premium on relative terms and/or look at the Z-scores. The weekly CEF charts I post, show the current premium/discount relative to 52-week-avg. Re. Seems like a great way to screen for CEF candidates though! Yes, and why I still keep the snapshot handy. I haven't figured out how to update it. Someone else (John Hunter) used to update this spreadsheet but he stopped doing it (I believe had to do with access to Fidelity CEF screener, if I recall correctly.) Anyway, just use it for what it is, but check the recent years data before making any decisions.
