SC/NA agree with you. Their CEF Watchlist has UTG a buy when the discount is -2% or more.

I'll see if I have some funds laying around to buy some.

Update: I just sold 5k worth of ECAT and put it into UTG. Way safer. I'll watch UTG and PCN for more opportunities to move from ECAT to those two funds. PCN is still a bit high on the premium according to SC/NA.
