Instead of spreading a false accusation and fake wonderment, just read the papers or internet AFTER he gets the money, if he gets it. I'm pretty surer that the current President has to sign off on it, so there shouldn't be too much of a problem.

Pretty simple to determine if truth and facts are your objective. If your objective is to throw doubts and distrust, please continue as you have for the last 9 months. HTH
