Reconstruction in Gaza Strip excludes Palestinian portion. They found no takers to accept people being driven off their land. Israeli-backed militias served the purpose of undermining security in Gaza where the Palestinians still remain and denying them self-rule, the same thing that was done by backing Hamas, Islamic Jihad, and other groups to undermine the PA in the West Bank and force them to hand over most of the land to Israelis.
