I think you are spot on about this being a trump power trip. For instance, he knows he should have talked to various organizations regarding permitting issues. Even if it wasn't "required" by law, common courtesy says do it. Also, I think another big part of this project is that with trump EVERYTHING is about size. And he wants to build a huge, way bigger than they need ballroom and if anyone doesn't like it they can go pound sand as far as he is concerned.
