You're all right that this could have been done differently, but that's not Trump's style.
Frankly, I believe that there is a tremendous amount of land in the DC Area where such a Federal building could have been built, but of course that wouldn't be at the White House. Perhaps a subway could have been built from one to the other so those at the White House wouldn't have been inconvenienced.
The point is, there are other possibilities, but Trump doesn't let experts consider what should be done. In his mind he's the only expert that matters and it's very likely it will be done his way.
I don't know if the President goes for a State Visit elsewhere, and a massive ball is held, if it's right at the home of the leader, be it be Prime Minister, President, King or Queen. I suspect in many cases it's not right where they live, but it very well may be a castle that's is there's to use if they wish, but often only occupied by the staff tasked to keep it up and have it ready for a ball on nearly no notice.
Frankly it's the staff that often has the greatest lives. A friend with a fair sized yacht mentioned seeing people on deck in the mega yacht in front of him, they were relaxing, eating and drinking, truly having a great time. They were not the owners, nor were they guests of the owner, they were the full time staff tasked to keep the yacht ready for anyone authorized by the owner to use it, but more often than not it's only occupants.
Trump's ballroom won't maintain itself, no doubt a sizable staff will be needed and while donations may pay for the structure, I suspect it's maintenance and upkeep will be the task of the staff. Who knows, perhaps they can employ some of the world class scientists they've fired to keep up the place.
