You are the one who is befuddled.

The ocean rising or dropping had nothing to do with this.

It's an area where volcanic material from a lava flow had blocked the harbor, the channel to the harbor was dredged to open it up, and ocean waves and currents transported some of the volcanic material back into the dredged area and blocked it again.

Only someone with TDS would be befuddled by that.
