It makes it "scammy" because it is your interpretation, which comes with a lot of leftist baggage.

Reality is the sketch (NOT architectural plans, mind you, simply a sketch) was done by a legitimate firm and with the input of someone who has shaped architecture for years in NYC and other places.

We know that he has shaped and signed off on architectural plans for numbers buildings over the years. So, he is not new to this. For example:
