The White House has stated that submission will occur "soon," but no specific date has been provided. Once submitted, the NCPC review process—typically involving preliminary approval after sharing about 30% of the design drawings, followed by final approval after about 70%—will make the plans publicly available through that agency's standard transparency requirements."
