You would still have separate GPUs and racks. The whole point is to use each GPU to near capacity, and have many of them be cheaper. If AMD really wants to take advantage of this they would make SKUs with just HBM or and others with just LPDDR. You don't want to pay for both each time.

What it will do is allow AMD to have the same silicon compute die for both flavors. I don't recall if that is the same for Nvidia or not.
