You fail to understand that both Reagan and Trump used them identically: they are instruments of negotiation. Everything is a negotiation with the objective of coming to terms that best benefit your own country.

Like when you buy a car, you do what is necessary get the best deal possible.

Trump doesn’t care what people say. He is focused on the bargain.
