It so happens that it starts as 0.38 at the start of 1982 bull market, goes to 1.618 at the peak of dot-com bubble, and then drops to 0.62 at the bottom of 2008 bear market.

I actually think we can do technical analysis on it if we first detrend it. There's a clear, and pretty straight line that you can pass around the main body and the anomalies just fluctuate around it.
