Perhaps you mean E pluribus unum, or perhaps you did not mean E pluribus unum.

Out of many, one.

So it means: From many (states, peoples, origins), comes one (nation).
E unum pluribus

This reverses the order, and so the meaning reverses too.

Out of one, many.

That would mean the opposite idea, from one, many arise
