Kids are taught to raise their hands basically any time it's convenient lol. I used to run out and yell "you can play it" over and over to stop the gamesmanship. Otherwise, you are basically assuring an in-the-park HR and a massive argument after that.

To clarify: the operative word in the rules is "lodged". Lodged means the ball is trapped or stuck so firmly that the fielder cannot immediately retrieve it with ordinary effort. The latter is a judgment call.
