Lithuania Suspends Transit of Russian Oil to Kaliningrad

Lithuanian Railways (LTG) announced it will halt the transportation of Russian oil products to the Kaliningrad region, citing the need to avoid secondary sanctions from the U.S. and U.K. against companies like Lukoil and Rosneft.

The ban will take effect after the transition period ends on November 21. Since the start of 2025, Lithuania has transported 194,000 tons of Lukoil products, compared to 371,000 tons in 2024.

Transit of Russian oil products through the EU has been banned since December 2022, but Lithuania had previously allowed exceptions for essential goods transported by rail. This move effectively ends that exception for oil destined for Kaliningrad.
